CCS - CONDUCT RULES 1964

54. What are the conditions to a Government servant for acquiring and disposing of immovable property outside India?

Without the previous sanction of the prescribed authority, a Government servant should not (a) acquire, by purchase, mortgage, lease, gift or otherwise either in his own name or in the name of any member of his family, any immovable property situated outside India. (b) Dispose of, by sale, mortgage, gift, or otherwise or grant any lease in respect of any immovable property situated outside India which was acquired or is held by him either in his own name or in the name of any member of his family.

55. State the provisions in the Central Civil Services (Conduct) Rules, which relate to bigamous marriage?

As per rule 21 of CCS (Conduct) Rules 1964, a Government servant having a spouse living should not enter into, or contract, a marriage with any person without first obtaining the permission of the Government even though such marriage is permissible under the personal law applicable to such Government servant.

Similarly, a Govt servant should not enter into, or contract a marriage with a person having a spouse without first obtaining the permission of the Government even though such marriage is permissible under the personal law applicable to such Government servant.

56. What are provisions in the CCS(Conduct)Rules, which relates to consumption of intoxicating drinks and drugs by Government servants?

As per rule 22 of CCS (Conduct) rules, a Government servant should strictly abide by any law relating to intoxicating drinks or drugs in force in any area in which he is living on duty. He should take care that the performance of his duties is not affected in any way by the influence of any intoxicating drink or drug and he should neither appear in a public place in a state of intoxication nor habitually use any intoxicating drink or drug to excess. He should refrain from consuming any intoxicating drink or drug in a public place.

57. Can a Govt. servant bring or attempt to bring any political or other outside influence in matter pertaining to his service?

It is an offence under Rule 20 of Conduct Rules to bring or attempt to bring political or other outside influence, pertaining to service matter of a Govt. servant. He will be liable for proceeding departmentally for such offence.

58. What is the prohibition regarding employment of children below 14 years of age?

No Government servant shall employ to work any child below the age of 14 years.
