The Ministry of Personnel, Public Grievances & Pensions, Department of Pension and Pensioners’ Welfare (DoPPW), has taken a landmark step to make life easier for senior citizens to submit their Annual Life Certificate for continued pension. The Department vide its circular no. 12/4/2020-P&PW(C)- 6300, dated 17.01.2020 has issued directions to all the Pension Disbursing Banks to send SMSs/Emails to all their pensioners on 24th October, 1st November, 15th November and 25th November every year reminding them to submit their Annual Life Certificates by 30th November.
The Department for stricter monitoring in order to ensure that no pensioners are left out, directed all Pension Disbursing Banks to make an exception list as on 1st December every year of those pensioners who fail to submit their Life Certificate and issue another SMS/Email to them for submitting the Life Certificate. The bank in addition will also ask such pensioners through SMS/Email as to whether they are interested in submission of Life Certificate through a chargeable doorstep service, the charge not exceeding Rs.60/-.

The Central Pension Processing Cells (CPPC) of the Pension Disbursing Banks shall now be duty bound to submit a report to DoPPW in the month of January, February & March respectively, indicating the total number of pensioners who have not given their Life Certificate along with a breakup of the Certificates submitted physically and through Digital means.

The above is a landmark step from the side of the Central Government showing due care for pensioners. This step is in addition to the order issued recently dated 18.07.2019 vide which all pensioners age 80 years and above have been given an exclusive window to submit their Life Certificate w.e.f. 1st October every year instead of 1st November every year.

This is to inform all the concerned that India Post Payments Bank has changed its interest rate on all the customer variants of Savings Accounts as per the Asset Liability Committee approved policy from existing 4% p.a. to 3.5% p.a. which will be paid quarterly (Computed On The Daily EOD Balance) to the customers with effect from 01st February, 2020.

Subject: Uploading of Salary payment files on PFMS by 28th of January 2020 for the month of January 2020.

It has come to the notice of this office that Bank Unions have called for a strike from 31st January 2020 to 1st February 2020. Banks are like to remain closed on those days and even files for the payment of salary for the month of January 2020, which is due for 31st January 2020 may not get processed, resulting in delay in disbursal of Salary to the Central Government Employees.

2. All the Pr. CCA’s/CCA’s/CA’s (independent charge) are, therefore requested to issue necessary instructions to all the field PAOs/CDDO’s under their control to upload the salary payment files for the month of January 2020 with NPB date as 31st January 2020 (last working day of the month) and ensure to reach the banks latest by 28th January 2020.

Sub: Arbitrary enhancement of security amount to the GDS – Regarding.

 Ref : Directorate Letter No. 17-18/2018 GDS  Dated 14.01.2020.

Sir,
            Apropos reference, it is constrained to note that the security amount for the GDS has been enhanced to the extent of Rs.1,00,000/-( One lakh only) to the BPM & ABPM from the existing amount of Rs.25000/- & Rs.10000/- respectively arbitrarily and causing injustice to the GDS officials.

            The increase in four folds to the BPM and ten times to the ABPMS is causing a concern. The co- operative societies are charging the premium amount heavily and as per the current rates the premium will fetch to the extent of Rs.10000/- which is unbearable by the GDS.

            The maximum security amount shall not exceed the minimum TRCA of the individual GDS and the enhancement of the premium amount is causing a concern.

            It is therefore requested to kindly reconsider and reduce the enhancement of the security amount to the barest minimum.

            A line in reply about the action taken is highly solicited.

National Girl Child Day is celebrated every year on January 24 in India. It was initiated in 2008 by the Ministry of Women and Child Development and the Government of India. In 2019, its theme was Empowering Girls for a Brighter Tomorrow.
Significance of National Girl Child Day
The Government of India has started National Girl Child Day to bring equality in society as a campaign. This campaign aims to make people aware of girls across the country. Also, its objective is to tell people that women have an equal contribution to building society. People from all walks of life are included and made aware that girls should also have the right to make decisions.
Objectives
• There are three major objectives to celebrate National Girl Child Day. First - to raise awareness about the rights of girls.
• Second, to talk about various atrocities and inequalities that girls face in their daily lives.
• Third, to increase awareness about the importance of girl education, nutrition, and health.
Why to celebrate National Girl Child Day
National Girl Child Day is celebrated to improve the condition of girls in society. Women have to face several types of discrimination at their homes, workplaces and in daily lives. Even now, women face gender discrimination in many ways not only in the village but also in the cities. Updates of today’s/Final hearing-
Advocate C K Sasi (AOR), who was well briefed by us, argued the case for M V Mohanan Nair. Advocates, representing to other respondents also done commendable job. Actually it was a well organised team work. Amicus Curiae presented the case extremely well. He also submitted a written statement of his arguments to the court. As a result,  the court realized the following:
1)    There are anomalies in MACP scheme as evident from Minutes of Meeting of Anomaly Committee.
2)    These anomalies are affecting Group B & C employees and no impact on Group A.
3)    These anomalies have life long impact.
Arguments have been completed and the case is now reserved for orders. We expect a judgment allowing MACP on promotional hierarchy.
