Subject: Crediting of enhanced Medical Allowance to the pensioners account by Banks.

During the workshop for banks on monitoring the pensioners grievances through “Web Responsive Pensioners' Service" organised on 03.10.2016 a query was made on requirement of Special Seal Authority for crediting Medical Allowance at the enhanced rate based on orders issued by DP&PW from time to time. In this context, attention is invited to para 4.5.2 (copy of the extract attached) of Accounting and Operating Procedure for Central Pension Processing Centre of Authorised Banks for Pension Disbursement to Central Government (Civil) Pensioners issued in Feb, 2012 wherein it has been provided that CPPC should have direct access to the website of the Department of Pensions & Pensioners Welfare and Ministry of Home Affair, so that these are regularly browsed and orders on Dearness Relief issued by various Departments are acted upon immediately.
CPPCs of all the banks are advised to follow the same instructions for revising the Medical Allowance of the pensioners already drawing the same as and when the rate of Medical Allowance is enhanced by DP&PW without requiring for any Special Seal Authority from CPAO.

4.5. Roles and Responsibilities of CPPC as oversight agency

4.5.1. CPPC will receive Government orders and disseminate the same to all concerned agencies for necessary action.


4.5.2. The CPPC should have direct access to the websites of the Department of Pension & Pensioners’ Welfare, M/o Home Affairs and M/o Consumer Affairs so that these are regularly browsed and orders on Dearness Relief issued by various Departments are acted upon immediately.

4.5.3. The dues of the pensioner accruing with time, based on age must be automatically paid to the pensioner by the CPPC on provisional basis for a period of six months. This should be fully automated and exceptions watched for correction.

4.5.4. At the time of credit afforded at CPPC, a confirmation report must be generated and monitored to ensure that the pension/family pension etc. in respect of all pensioners of the CPPC have been credited. A monthly discrepancy report with respect to the total number of pensioners and those paid in the previous month may be reviewed regularly. Exceptions should be reviewed by the senior management of the bank to enable immediate rectification of any omissions.

4.5.5. CPPC software is required to have a grievance redressal module as detailed in Section 9.2 below.

4.5.6. CPPC may exercise oversight on quality of service to pensioners including services to the handicapped pensioners.

4.5.7. CPPCs may ensure that the responsibilities assigned to Home Branches are enforced so that the pensioners are not redirected to CPPC for redressal of grievances and information needs. Necessary performance measures and monitoring mechanisms, in co-ordination with the respective administrative structures to achieve the desired level of service delivery in Home Branches as well as CPPCs may be instituted by the bank.

Dated October 27th, 2016 To, Chief PMG Gujarat circle, Ahmedabad Respected sir, Namaskar. I convey that staff from different corners are complaining that our Circle didn't declare Diwali as Holiday on 29th and on other hand it will be a matter of "families' resentment" because Diwali is the top:1 festival in Gujarat, waited by families for whole year. No customers are used to come to POs on Diwali. No banks are opened for same work of Gold bond. We will definitely work like volunteered team for real business but in any case, please withdraw instructions and convey to all DHs not to keep any PO open on Diwali. Staff side also urges for direction to heads of units not to do illusive business and force only own staff under hidden threats for purchadiy gold bond or opening accounts in violation of Dte instructions dated 19-8-15 & 14-3-16 and CO Ahd dated 18-4-16. Huge number of accounts in Rajkot Division and whole region are opened @Rs.20 denominations by staff only. Huge number of passbooks with one entry with hundreds of staff including GDS gives safe passage to commit fraud. Recently one fraud came to light in Rajkot region in which, as heard, such number of passbooks for only one account holder on same date has facilitated fraud. Last year lacs of accounts were opened by splitting and this year such accounts will be closed. Please see how much loss of stationary, manpower and other cost our department will suffer on account of thrust for illusive achievement of targets and also fix responsibility. Last year also such pressure was created by local officers and in Ahmedabad GPO, APY accounts of ineligible postmen staff were forcefully opened by showing their wrong DOB as 18 years age, though they were above 55 years age. We had submitted complaints to Hon. Minister as well as PMO regarding mischievous achievement.No action has been taken against such officer so far. In Gondal dn there are 60 applications for Gold bond..!! But all applications are from staff! Even SSP Rajkot had to open 250 accounts @Rs.20 though he knows that splitting of accounts is not permissible. How sad and ridiculous that we are doing business to our own staff, who under emotional black mailing and fear of victimization by local administration, becomes volunteer to be victim. SP/SSP prays staff that they are forced by their higher officers, so help...help..help. This happens from top to bottom. We are also collecting figures of such splitted accounts and business in staff only and will send it to higher ups and our Hon. minister also for causing a ban on illegal opening of accounts and making our own staff as buyers instead of sellers. Please cause immediate ban on this type of business. At this juncture, we suggest to hold meeting with staff side and form unique strategic plan for realistic business in our circle. we promise to extend complete support to administration for climbing new hights in upgradation of public services and generating revenue for department Please consider, like Assam, for declaration of Diwali as Closed holiday in Gujarat on 29th October as already requedted earlier by us. The women employees of the Central government will soon be able to file sexual harassment complaints online. 

The decision was taken at a meeting called by Women and Child Development (WCD) Minister Maneka Gandhi today after she received complaints from aggrieved women employees from various ministries.


Officials from Department of Personnel and Training (DoPT), Ministry of Home Affairs (MHA), Railway Ministry, Sports Ministry and Department of Financial Services were present at the meeting. 

The e-platform for posting complaints will be hosted on the Women and Child Development ministry's website, a senior official said, adding the complaints will then be taken up with the respective ministries/departments. 

An inter-ministerial committee headed by a senior WCD official will be constituted to review the status of the complaints. The forum will also ensure that all Internal Complaints Committee (ICC) heads are imparted training on how to resolve such complaints, he said. 

It has also been decided that the DoPT will issue instructions to ensure that training programmes for all services include a module on Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 to sensitise the government staff. 

Additionally, the WCD ministry will issue guidelines for dealing with sexual harassment complaints. These will include a monthly as well as an annual report, to be prepared by the Internal Complaints Committee of each ministry, on the status of complaints received. 

The cadre controlling authority of a victim will be required to monitor her progress for 5 years, in order to ensure that she is not further tormented for complaining against a colleague, the official said. 

A similar exercise for the private sector is also on the anvil, he added. 

The move comes after several women employees wrote to the WCD ministry about delay in getting their complaints about sexual harassment resolved.

Respected Sir,
We solicit your kind reference to the discussions; the representatives of the Staff Side JCM had with you on 30th June 2016 in the wake of impending strike action that was to commence from 11th July 2016. Hon’ble Home Minister, Shri Rajnath Singh, your goodself, Hon’ble Minister for Railways, Shri Suresh Prabhakar Prabhu and Hon’ble MoSR, Shri Manoj Sinha, on having detailed deliberations with the Staff Side, had appreciated that, the Central Government employees were not generally happy with the decision taken by the Union Cabinet on 29th June 2016, while accepting the recommendations of the 7th CPC, particularly in the matter of Minimum Wage and Fitment Formula. After detailed discussions it was agreed by your goodself and other Hon’ble Ministers present in the meeting that, the government would address the grievances of the employees, whereupon the NJCA had decided to defer the “Indefinite Strike”. Accordingly, a committee was set-up to consider the demand of Revision of Minimum Wage and Fitment Formula with a mandate to finalize its report within four months.

We (Staff Side) interacted with the said committee, headed by Shri P.K. Das, Addl. Secretary(Expenditure), on 24.10.2016. It would be quite appropriate to bring to your kind notice that, we have felt, during the course of meeting, that, the proceedings of the committee are extremely disappointing and are left with the impression that, the committee is dilly-dallying the issue.

We are, therefore, left with no option, but to address this communication with the fervent hope that, your goodself will direct the said committee to interact with the Staff Side in a fruitful manner and arrive at a mutually agreeable proposal on the issues of Minimum Wage and Fitment Formula.

We have full trust and believe that, the government would honour the decision taken in the meeting held on 30.06.2016 in your benign presence, and suitable direction will be given to the committee to complete the assigned task within the stipulated timeframe in a satisfactory manner.

It would be the most unfortunate development, we regret to state, if we are constrained to tread the path of struggle once again in the event of the committee not coming up with a satisfactory settlement.

Banks Board Bureau (BBB) will conduct interviews on November 11 for CEO and MD of India Post Payment Bank that plans to begin operation from next year. 

"BBB is scheduled to take interview on November 11," sources said.


The Postal Department has laid the criteria of minimum 15 years of experience in financial services and age between 40 - 55 years for prospective candidates. 

Last year, India Post received in-principle approval from RBI and subsequently nod from the Cabinet for setting up the payment bank. 

India Post's payments bank with 650 branches is expected to start functioning from September 2017. There are 1.54 lakh post offices, of which 1.39 lakh are rural ones. 

The total asset of postal payments bank is Rs 800 crore, which will have Rs 400 crore equity and Rs 400 crore grant. 

India Post Payment Bank (IPPB) last month received certificate of incorporation from the Registrar of Companies, setting the stage for the new bank to begin operations during 2017. 

IPPB aims to become the most accessible bank in the world, riding on advanced banking and payments technology. 

Coupled with physical presence across 1.55 lakh post offices and the reach of the postman, it plans to become a powerful and effective vehicle of real financial inclusion in the country.
