Subject: Revision of Welfare Schemes for Postal Employees.
Sir/Madam,
I am directed to inform you that following the 12th meeting of Postal Services Staff Welfare Board held on 22nd August, 2017 under the Chairmanship of Hon’ble Minister of State for Communications, the following decisions have been taken which are conveyed as under:-
1. Incentive and Scholarship Schemes
(a) Incentive for excellence in academic achivements in 10th & 12th Classes by children of Departmental Employees in four groups ((10th & 12th (Science, Commerce & Humanities)):-
The enhancement in this regard as follows:
Scheme
Existing Provision (letter No. 15016-1/86-WL&Sports dated 30.7.1990)
Revised Provision
Incentive for excellence in academic achievements in 10th & 12thClasses by Children of Departmental Employees in four groups (10th, 12th(Science, Commerce, Humanities).
1st Position- Rs.1,000/-
2nd Position- Rs.800/-
3rd Position- Rs.700/-
4th Position- Rs.600/-
5th Position- Rs.500/-


Minimum aggregate-
10th Std.   85%
12th Std.
Science 85%
Commerce 80%
Humanities 80%


The first five students in each group will be awarded.
1st Position – Rs.6,000/-
2nd Position – Rs.4,800/-
3rd Position – Rs.4,200/-
4th Position – Rs.3,600/-
5th Position – Rs.3,000/-


Minimum aggregate percentage of 90% in all categories.

(b) Financial Assistance under education schemes for Departmental Employees:
The enhancement in this regard as follows:

ITI Certificate course – Rs. 940/ p.a.


IIT, AIIMS and IIM – Rs. 1,000/- p.m.

 Medical/Technical Education/PG
i)Degree  – Rs. 800/p.m
ii)Diploma – Rs. 300/-p.m

 Non-Tech Degree
Girl student undergoing Graduation in any field with a minimum of 60% aggregate marks in Class 12th @Rs.250/-p.m.

ITI Certificate course – Rs. 1,400/-p.a
(c) Scholarship for SC/ST employees for Deptt. exam and higher education for Departmental Employees:-
The enhancement in this regard as follows:

II Financial Assistance Matters
Financial Assistance Matters for Departmental Employees:-
The enhancement in this regard as follows:

(a)Immediate death relief
Immediate death relief – Rs.7,000/-
Immediate death relief – Rs.10,000/-
(b) Death due to accident while on duty
Death due to accident – Rs 10,000 while on duty
Death due to accident – Rs.15,000while on duty
(c) Death due to attack by robbers terrorists, riots etc. while on duty
Death due to attack by  – Rs. 50,000/- robbers terrorists, riots etc. while on duty
Death due to attack by – Rs. 75,000/- robbers terrorists, riots etc. while on duty
(d) Death due to attack by robbers terrorists, riots etc. while not on duty.
Death due to attack by – Rs. 10,000 robbers terrorists, riots etc. while not on duty.
Death due to attack by – Rs.15,000 robbers terrorists, riots etc. while not on duty.
III. Residential Welfare Association
The enhancement in this regard as follows:
Scheme

Revised Provision
Financial assistance to RWA for organizing various welfare activities & maintenance
Rs.10/-per residential Quarter p.a.
Rs.30/- per residential quarter p.a
v. Holiday Homes:
The enhancement in this regard as follows:
Scheme
Existing Provision (letter No.17-5/89-WL/Sports dt. 25.7.90)
Revised Provision
Subscription / Rent of Holiday Homes
For basic pay upto 1,640/-


Rs. 2/- per day


For basic pay above 1640/-


Rs. 5/- per day
For beneficiaries having pay less than Level-6 of 7th CPC ie. Rs. 35,400/-

Rs. 40/- per day

For beneficiaries having pay equal to or higher than Level -6 of 7th CPC

Rs. 100/- per day
2. Provisions listed under I, III & IV will be effective from Financial Year 2018-19 and while provision listed under II will take effect from date of issue of these ibid orders.
3. The Minutes of the meeting of Postal Services Staff Welfare Board held on 22nd August, 2017 stand circulated vide this office communication of even number dated 28th August, 2017.
4. All other terms and conditions of the said schemes will remain unchanged.
5. This issues with the approval of Competent Authority.
