DEPARTMENTAL ENQUIRIES AND INVESTIGATIONS

17. LOSS OF STAMPS DURING TRANSIT OR FROM STOCKS IN THE POST OFFICES

The officers-in-charge of Post office shall report all losses of India Revenue and Central Excise revenue stamps in stock at Post Offices, immediately on their occurrence to (1) the Head of the Postal Circle concerned, and (2) the officer-incharge of local or branch depot concerned, and shall at the same time show the face value of the stamps in their accounts as 'Advances recoverable'. Postmasters who do not get their supply of stamps direct from a local or branch depot should submit the above report through the Head or Sub-Postmaster concerned. The Head of the Circle shall investigate the matter and submit report of his investigation and finding in detail on the lines of the report prescribed in Rule 52(b) to the State Government of local Administration or (in the case of Madras) to the Chief Revenue Authority of the district.

A copy of the report shall be simultaneously forwarded to the posts and Telegraphs Audit Officer, to the State Accountant General (Civil) and the Controller of Stamps. On receipt of the sanction of the State Government or local Administration to the writing off of the loss, the Posts and Telegraphs Audit Officer shall, after clearing the head 'Advances recoverable' pass on the debit for the full face value of the stamps (as charged by the office-in-charge of the Post Office in his accounts) to the Civil Accountant General concerned through the Settlement Accounts. In cases where recoveries are made from the postal official at fault the amounts recovered shall be credited to the Government or local Administration through the Settlement accounts.  (Para 54 of Appendix 3)

18. DIVISIONAL SUPDT OF POST OFFICES TO PROCEED TO THE SPOT, IN CASE OF ROBBERY.

It is of the first importance that the supdt of post offices should proceed with all possible speed to the spot where the robbery was committed. On arrival he should in co-operation with police, the local post office officials and any others who may be able to assist him, use every endeavour to trace the robbers and recover the stolen articles. (Rule 180 of Vol-V)

 19. PRELIMINARY INSPECTION BY IPOS

If the scene of the robbery is distant from the place where the supdt of Post Offices happens to be, and he cannot reach the spot without some delay the IPOs in whose sub-division the robbery occurred should commence the investigation. In such cases the inspector will be guided by the instructions laid down in these rules, and will report his action without delay to the supdt. of post offices. (Rule 181-Vol. V)

20. KEEP PERSONAL TOUCH AND RENDER POSSIBLE ASSISTANCE TO POLICE FOR INVESTIGATION

In cognizable cases, it should be remembered that when information has once been given to the police under section 154 of the Cr.PC the action to be taken in the matter will be controlled by the police. The local officer of the department should however keep in close personal touch with the progress of the enquiry and should render the police every possible assistance. (Rule 130 Vol-2)
