 Secretary Circle Review on 04.04.2021 [Business Proposals With Directorate]

1. Non Commercial Cash on Delivery Service 

Government Sectors are in need of COD Service against delivery of Citizen Centric Service  under various Government Schemes. The Circle has extended combination of Speed Post and e payment services for delivery of Ration Cards and BMTC Bus Pass.  The Proposal for SP COD service was rejected by the Government  departments because of Higher COD commission. In this regard, a  proposal has been addressed to Directorate vide this office letter No BD/2-1/New Business Proposal/2020 dated 07.07.2020.

2. M/s Amazon – Business Requirements:

A business meeting was held with M/s Amazon during July 2020 and the Amazon has requested SPCOD service with reduction in COD commission and no upfront deduction of COD commission. The matter was addressed to Directorate vide this office letter No BD/1-3/NAF/Amazon dated 09.11.2020 and 11.01.2021.

3. Registration of Aadhaar PVC Cards services at Post Offices:

Department is providing Aadhaar enrolment and updation service to public through Post Offices. UIDAI has recently extended PVC cards services to public on demand through Online request at UIDAI portal. The proposal for introducing Aadhar PVC Card registration at Post Offices is addressed to Directorate vide this office letter No BD/2-1/New Business Proposals/2020  dated 12.11.2020.

Requirements of E-commerce Customers 

Circle has conducted meetings with major e-commerce customers viz M/s Amazon, Flipkart and M/s Myntra for discussing on improving DOP services. The requirements projected by the e Commerce companies are as follows :

Competitive Speed Post  tariff  in comparison with private operators .

Revision in COD commission structure.

Data visibility.

Alternate delivery modules – M/s Flipkart has requested to introduce direct delivery of Flipkart parcels against fixed amount per parcel.

Pickup Point Service – M/s Amazon pick up points are convenient centers for customers. They can order and collect their package from these pick up points at their convenience. 

M/s Amazon has proposed for availing pick up service at identified post offices on fixed amount per parcel.
