Subject: Recruitment process to the post of PA/SA.

Madam / Sir,
Department of Posts (Postal Assistant and Sorting Assistant) Recruitment Rules, 2015 have following enabling provisions for recruitment to the posts of Postal Assistant and Sorting Assistant (in offices other than Foreign Post Organisation):-

(A) 
(i) 50% of the posts by promotion through a Limited Departmental Competitive Examination from the cadre of Postman/Mail Guard, Despatch Rider and MTS failing which by

(ii) direct recruitment of Gramin Dak Sevaks of the recruiting division or unit on the basis of examination failing which by

(iii) For joining Army Postal Service selection of candidates through a limited Departmental Competitive Examination from postman/Mail Guard/Despatch Rider/Multi Tasking Staff cadres and direct recruitment on the basis of competitive examination restricted to the Gramin Dak Sevaks of the
 recruiting Division or Unit on fulfilling the prescribed conditions, failing which by

(iv) Direct recruitment of next year.

(B) 50% by direct recruitment

2. As per the above provisions of RRs, after recruitment through LDCE from  the cadre of Postman/Mail Guard, Despatch Rider and MTS, the unfilled vacancies shall be filled up through competitive examination limited to Gramin Dak Sevaks (GDS). If vacancies still remain unfilled, it shall be filled from GDS through competitive examination for joining Army Postal Service (APS).

However, several references have been received from various Circles regarding difficulty in deputing volunteers to APS as the APS authority is asking for File No.W-04/3/2020-SPN-I deputing only permanent officials.

3. Therefore, the Competent Authority has decided that the enabling provision of Department of Posts (Postal Assistant and Sorting Assistant) Recruitment Rules, 2015 for selecting candidates to join APS, mentioned at A (iii) of Para-1 above shall not be operated till the revised RRs are notified.

4. Accordingly, Circles are requested not to conduct examination for deputing candidates to APS. Consequently, vacancies remaining unfilled after direct recruitment of Gramin Dak Sevaks on the basis of competitive examination shall be added to the number of vacancies to be filled by direct recruitment of subsequent year.
