7th Pay Commission: Minimum Pay Rs 21,000 Announcement Soon

New Delhi: Central government employees are waiting almost one year to receive minimum pay higher than the 7th Pay Commission recommendations Rs 18,000 in their paychecks. Senior Finance Ministry sources say the minimum pay Rs 21,000 is tentatively to be announced soon.

National Anomaly Committee is likely to give its nod to minimum pay Rs 21,000 with raising fitment factor 3.00 times from 2.57 times at the behest of FM Arun Jaitley.

The central government employees received minimum pay Rs 18,000 in August 2016 with arrears, effective from January 1, 2016 on the recommendations of the 7th pay commission but the hike in the minimum pay with raising fitment factor 3.00 times from 2.57 times has yet to materialize.

The 7th Pay Commission had recommended the minimum from Rs 7,000 to Rs 18,000 per month while the maximum pay has been hiked from Rs 80,000 to Rs 2.25 lakh per month and Rs 2.5 lakh for the cabinet secretary—the senior-most civil servant and a fitment factor of 2.57 has been proposed to apply uniformly for all employees.

The central government employees unions are demanding for hiking minimum pay Rs 18,000 to Rs 26,000 and the and asked to raising fitment factor 3.68 times from 2.57 times.

Accordingly, National Anomaly Committee headed by Secretary, Department of Personnel and Training (DoPT) has been formed in September, 2016 to look into pay anomalies arising out of the implementation of the 7th Pay Commission’s recommendations.

All the central government employees are anxiously waiting for recommendations of the government for increasing minimum pay and improving fitment formula and inordinate delay in this regard is creating a lot of frustration amongst them, says Shiv Gopal Mishra, Secretary (Staff Side), National Council (Joint Consultative Machinery) to Cabinet Secretary P K Sinha through his letter dated September 5, 2017.

He also adds, “Central Government employees recruited after January 2004, death and disablement during in service, their family members would also be entitled to receive pension as per old pension instead of National Pension System (NPS).”

He requests Cabinet Secretary to resolve the issues in an amicable manner to avoid mental agony of the employees.

The sources said the government is facing mounting pressure from the central government employees’ unions and Staff Side of National Council (Joint Consultative Machinery) to hike the minimum pay.

Hence, the National Anomaly Committee is likely to give its nod to minimum pay Rs 21,000 with raising fitment factor 3.00 times from 2.57 times at the behest of the Finance Minister Arun Jaitley.

An announcement on the same is expected soon from the government.
