However, Health Care Organizations (HCOs) located in tier-2 and tier-3 cities, where there is no CGHS facilities are now eligible to be empanelled under CGHS as per the revised norms vide OM dated 22.12.2025, which will ensure adequate access to patient care for CGHS beneficiaries in the state. Further, CGHS beneficiaries are permitted to avail treatment without referral/endorsement at any Government hospital, including institutions such as AIIMS, other Institutions of National Importance (INIs), Northeastern regional institutes, Tata Memorial Hospital, as well as Government Medical Colleges and District Hospitals. Moreover, private hospitals in Puri can now seek direct empanelment under the revised norms issued vide O.M. dated 22nd December 2025 which allows for empanelment of HCOs falling in municipal limits of a district headquarters irrespective of availability of CGHS Wellness Centre in that city, thereby, providing easy access to healthcare facilities to the CGHS beneficiaries. | 6. | Timely settlement of medical claims | Timely settlement of medical reimbursement claims is a priority for CGHS. Claims are processed through an online system to ensure transparency, tracking, and faster disposal. In Addition, clear timelines have been prescribed for settlement of claims of treatment undertaken by pensioner beneficiaries at Private non-empanelled hospitals. The beneficiaries can track their MRCs on new MRC CGHS portal and also on myCGHS 2.0 app. Moreover, CGHS Directorate monitors the pendency on regular basis with Zonal/Additional Directors to ensure adherence to these timelines. Further, the credit bills of pensioners are processed on the newly revamped TMS (Transaction Management System) 2.0, effective since October 13, 2025, for faster tracking and settlement of private HCO bills. ज्ञापन (मेमोरेंडम) प्रस्तुत करने की विस्तारित समय-सीमा कल, 15 जून, 2026 को आधिकारिक रूप से समाप्त होने के साथ ही, 8वां वेतन आयोग अब विचार-विमर्श के एक अत्यंत महत्वपूर्ण चरण में प्रवेश कर चुका है। पिछले कुछ महीनों में, कर्मचारी संघों, सरकारी कर्मियों और पेंशनभोगी कल्याण संस्थाओं के एक विविध गठबंधन ने मुआवजा ढांचे (compensation framework) के आधुनिकीकरण के उद्देश्य से व्यापक प्रस्ताव प्रस्तुत किए हैं। इनमें उठाए गए सबसे ज्वलंत मुद्दों में सेवानिवृत्ति-सह-मृत्यु ग्रेच्युटी (retirement-cum-death gratuity) नियमों में संरचनात्मक बदलाव शामिल है, जो सेवानिवृत्ति के बाद की वित्तीय सुरक्षा का एक महत्वपूर्ण स्तंभ है।
चूंकि आयोग आज से इन प्रस्तुतियों का मूल्यांकन शुरू कर रहा है, हितधारकों के बीच एक स्पष्ट आम सहमति उभरी है: वर्तमान आर्थिक वास्तविकताओं, मुद्रास्फीति और सेवानिवृत्त होने वाले लोक सेवकों की बढ़ती जरूरतों के अनुरूप मौजूदा ग्रेच्युटी ढांचे को पुनर्गठित (recalibrate) करने की सख्त आवश्यकता है।
मौजूदा ग्रेच्युटी प्रतिमान (प्रणाली)

वर्तमान गणना और सीमा (capping) तंत्र सख्ती से परिभाषित हैं:
- गणना दर: अर्हक सेवा की प्रत्येक पूर्ण छह-महीने की अवधि के लिए एक महीने के मूल वेतन (Basic Pay) और महंगाई भत्ते (DA) का एक-चौथाई (1/4)।
- गुणक सीमा (Multiplier Cap): कर्मचारी की परिलब्धियों (emoluments) के 16.5 गुना पर निर्धारित अधिकतम भुगतान सीमा।
- पूर्ण सीमा (Absolute Ceiling): ₹25 लाख की समग्र वित्तीय सीमा।
यद्यपि इस प्रणाली ने ऐतिहासिक रूप से एक विश्वसनीय सुरक्षा जाल प्रदान किया है, लेकिन हितधारकों का तर्क है कि निश्चित सीमाएं और रूढ़िवादी गणना मेट्रिक्स जीवन यापन की बढ़ती लागत और सेवानिवृत्ति के बाद के स्वास्थ्य देखभाल खर्चों के साथ तालमेल बिठाने में विफल रहे हैं।
मुख्य प्रस्ताव: संरचनात्मक आधुनिकीकरण की ओर एक कदम

- राष्ट्रीय परिषद – संयुक्त सलाहकार तंत्र (NC-JCM)
NC-JCM स्टाफ साइड ने सुधार के लिए सबसे मजबूत ढांचों में से एक प्रस्तुत किया है। वे पूर्ण ग्रेच्युटी सीमा को तीन गुना बढ़ाकर ₹75 लाख करने की वकालत करते हैं। इसके अलावा, वे गणना के गणित में एक बुनियादी बदलाव का प्रस्ताव करते हैं: 30-दिन के कैलेंडर महीने के बजाय 25-कार्य-दिवस के महीने के आधार पर ग्रेच्युटी का आकलन करना, और प्रत्येक छह महीने की सेवा अवधि के लिए आधे (1/2) महीने के मूल वेतन + डीए पर भुगतान की गणना करना। सबसे महत्वपूर्ण बात, वे 16.5 गुना परिलब्धि सीमा को पूरी तरह से हटाने की मांग कर रहे हैं।
- भारतीय रेलवे तकनीकी पर्यवेक्षक संघ (IRTSA)
दीर्घकालिक समर्पण को पुरस्कृत करने पर ध्यान केंद्रित करते हुए, IRTSA ने पूर्ण सीमा को दोगुना करके ₹50 लाख करने का प्रस्ताव दिया है। उनकी अनुशंसित गणना दर प्रति छह महीने की अवधि के लिए मूल वेतन + डीए का एक-तिहाई (1/3) है। सरकारी सेवा में 33 वर्ष या उससे अधिक समय समर्पित करने वाले कर्मचारियों के लिए, IRTSA का प्रस्ताव है कि ग्रेच्युटी उपार्जन (accruals) को उनके मूल वेतन और डीए के 32 गुना तक की अनुमति दी जाए, जो प्रभावी रूप से वर्तमान गुणक सीमा को दोगुना कर देगा।
- सेवानिवृत्त और वरिष्ठ नागरिक कल्याण सोसायटी (RSCWS)
RSCWS ने अधिक समग्र और प्रणालीगत दृष्टिकोण अपनाया है। केवल तत्काल संख्यात्मक वृद्धि पर ध्यान केंद्रित करने के बजाय, उनका ज्ञापन एक ऐसे तंत्र की आवश्यकता पर जोर देता है जो ग्रेच्युटी सीमा के समय-समय पर संशोधन की अनुमति दे। वे पुरानी पेंशन योजना (OPS), राष्ट्रीय पेंशन प्रणाली (NPS) और एकीकृत पेंशन योजना (UPS) में सख्त समानता की वकालत भी करते हैं, ताकि यह सुनिश्चित किया जा सके कि सेवानिवृत्ति पर सभी समूहों को समय पर भुगतान प्राप्त हो।

Union Minister of Communications Shri Jyotiraditya M. Scindia announces Launch of Drone-Based Mail Transmission Service by Department of Posts in Himachal Pradesh
Under the leadership of Union Minister of Communications and DoNER Shri Jyotiraditya M. Scindia, the Department of Posts has launched drone-based transmission of mail and parcels between Mandi Head Post Office and Rehardhar Branch Post Office in Himachal Pradesh, effective from 12th June 2026. The initiative builds upon feedback received during Shri Jyotiraditya M. Scindia's interactions with Gramin Dak Sevaks and Postal Assistants, where the need for faster and more efficient connectivity in remote and difficult terrains was highlighted.
Guided by the Union Minister's vision of leveraging technology to strengthen postal services, the Department of Posts has planned deployment of drone-based mail transmission across around 150 identified routes in Himachal Pradesh and Assam over the next two to three months, with the Mandi-Rehardhar route being the first to operationalise the initiative.

Rehardhar Branch Post Office, located about 12 kilometers from Mandi Head Post Office, currently takes over two hours to connect through conventional arrangements. With drone-based transmission, the transit time has been reduced to just about seven minutes.
The service overcomes terrain-related challenges while enabling real-time tracking and providing an environmentally sustainable mode of transportation. The initiative is expected to enhance service delivery, strengthen connectivity in remote and mountainous regions, and improve access to essential postal services for local communities, thereby fostering greater social and economic inclusion.
