8th Central Pay Commission Opens Online Portal for Stakeholders: Memorandums Invited by April 30, 2026

n a significant move toward shaping the future pay structure and benefits for millions of government employees and pensioners, the 8th Central Pay Commission (8CPC) has officially invited representations and memorandums from all stakeholders.

The Ministry of Finance announced on Thursday that the Commission has transitioned to a digital-first approach, providing a structured online format for submissions to ensure a streamlined and efficient consultation process.

Stakeholders Invited to Participate

The 8th CPC has cast a wide net, seeking input from a diverse range of individuals and organizations. Those eligible to submit their suggestions, grievances, and memorandums include:

  • Employees: Central Government employees (both industrial and non-industrial), Personnel of the All India Services (AIS), Defence Forces, and Union Territory (UT) personnel.
  • Pensioners: All retired Central Government employees and their families.
  • Judiciary & Audit: Officers and employees of the Indian Audit and Accounts Department, the Supreme Court, and High Courts/Subordinate Courts (where expenditure is borne by UTs).
  • Regulatory Bodies: Members and staff of various Regulatory Bodies (excluding the RBI) established under Acts of Parliament.
  • Organizations: Service Associations, Unions, Central Government Ministries, Departments, and Union Territory administrations.

Strictly Online Submissions

The Commission has explicitly stated that it will not consider paper-based copies, emails, or PDF attachments sent via traditional means. Stakeholders must use the structured formats provided on the official digital platforms to ensure their views are recorded.

Official Portals for Submission:

  1. 8cpc.gov.in (Official Commission Website)
  2. innovateindia.mygov.in (MyGov Portal)

Key Categories for Participation

The online portal allows users to participate under four distinct categories:

  1. Individual / Employee / Pensioner: For personal representations.
  2. Association / Union: For collective representations by serving employees or pensioner groups.
  3. Ministry / Department / Union Territory: To be filled by a nominated Nodal Officer (requires a .gov.in or .nic.in email domain).
  4. Judicial Officers: Specific link for officers and employees of Courts and Subordinate Courts in UTs.

Important Dates to Remember

The window for digital submission is limited. Stakeholders are encouraged to prepare their memorandums early to avoid last-minute technical rushes.

  • Portal Activation Date: March 5, 2026
  • Submission Deadline: April 30, 2026

Data Privacy and Processing

According to the Commission’s disclaimer, the information and suggestions submitted may be processed at the Commission’s discretion. Furthermore, the 8CPC reserves the right to share the data with relevant ministries, departments, or stakeholders for feedback and consultation purposes without prior notice to the submitter.

Why This Matters

The 8th Central Pay Commission’s recommendations will eventually determine the salary scales, allowances, and pension benefits for over 4.8 million central government employees and 6.7 million pensioners. This invitation for memorandums represents the primary stage of the Commission’s work, where the ground realities of the workforce are assessed before the final report is formulated.
