Pensioners Can Submit Life Certificate In Physical Form Or Digitally In Pension Paying Bank

November is the month for all pensioners to provide life certificates to their bank so that they would continue to receive their pension. Pensioners can submit life certificate in physical form as well as in digital format through Jeevan Praman portal, which is based on Aadhaar. Also remember, a pension is not a largesse or bounty conferred by the state and thus cannot be denied for want of Aadhaar, as the Supreme Court has said in its 26 September 2018 judgement. This means, pensioners can use alternate for identification.
While most senior citizen pensioners visit bank branches during November and sign on the register as proof of living, some find it difficult to be physically present for this. This usually means a lot of trauma for elders who are not in good health or too old to make it physically to their bank branches.
The government has taken steps to end the pain of this process. However, many pensioners and their care-givers are unaware of it. Here is what you can do.
The pensioner is not required to visit her pension paying bank branch in November every year for submitting life certificate. Aadhaar based authentication of life certificate can be submitted online through Jeevan Praman portal by the pensioner, which is also accepted as life certificate, in addition to existing ways of submitting life certificate in physical form.
A pensioner can submit Aadhaar-based online life certificate through the Jeevan Pramaan website https://jeevanpramaan.gov.in/. A successful authentication generates digital life certificate that gets stored in the Life Certificate Repository, which can be accessed online by the pension disbursing agencies such as bank. But more about it later.
An office memorandum, issued by the Central Pension Accounting Office, under the Ministry of Finance, clearly says, “…the pension account holding branches of all authorised banks may be instructed to strictly adhere to the existing norms and do not harass the pensioners/family pensioners by insisting upon presenting themselves physically in the bank if their life certificate is submitted duly signed by the authority specified in Correction Slip No.14…”
This means, pensioners who are unable to visit their bank branch, can submit a life certificate, duly signed by a Magistrate, a Registrar or sub-Registrar, a Gazetted Officer, a Police Officer no below the rank of Sub-Inspector, a postmaster, a class I officer of the Reserve Bank of India (RBI), a pensioned officer who before retirement exercised powers of a Magistrate, a Justice, a Block Development Officer or Munsif or Tehsildar or Naib Tehsildar, a Head of Village Panchayat, a Member of Parliament or State Legislature or a Treasury Officer..

For pensioners receiving pension through their savings account in a public sector bank, the Officer of the bank can sign the life certificate. However, many a times, such pensioners or their family members find it difficult to submit physical copy of the life certificate.
A notification issued last year by the department of pensions and pensioner’s welfare, under the ministry of personnel, public grievance and pension, clearly says, “In view of the difficulties faced by old and infirm pensioners, banks should make concrete effort to provide the facility of obtaining life certificate from the premises or residence of such pensioners….personal appearance may be exempted if a life certificate in the prescribed form signed by persons specified….is produced on his (pensioner’s) behalf.”

Consumer Price Index for Industrial Workers (CPI-IW) — September, 2018

The All-India CPI-IW for September, 2018 remained stationary at 301 (three hundred and one). On 1-month percentage change, it remained static between August, 2018 and September, 2018 and it was also static between the corresponding months of previous year.

The maximum downward pressure to the change in current index came from Food group contributing (-) 0.75 percentage points to the total change. At item level, Groundnut Oil, Eggs (Hen), Fish Fresh, Poultry (Chicken), Onion, French Beans, Gourd, Lady Finger, Potato, Tomato, Apple, Coconut, Sugar, etc. are responsible for the decrease in index. However, this decrease was checked by Rice, Wheat, Wheat Atta, Cauliflower, Peas, Banana, Tea (Readymade), Electricity Charges, Doctor’s Fee, Bus Fare, Petrol, Flowers/Flower Garlands, etc., putting upward pressure on the index.

The year-on-year inflation based on CPI-IW remained stationary at 5.61 per cent between August and September, 2018 as compared to 2.89 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 0.00 per cent against (-) 0.32 per cent of the previous month and 1.30 per cent during the corresponding month of the previous year.

At centre level Puducherry reported the maximum decrease of 9 points followed by Goa (7 points). Among others, 5 points decrease was observed in 3 centres, 3 points in 4 centres, 2 points in 3 centres and 1 point in 11 centres. On the contrary, Jharia recorded a maximum increase of 6 points followed by Nagpur (5 points). Among others, 4 points increase was observed in 2 centres, 3 points in 2 centres, 2 points in 11 centres and 1 point in 14 centres. Rest of the 24 centres’ indices remained stationary.

The indices of 37 centres are above All-India Index and 41 centres’ indices are below national average.

The next issue of CPI-IW for the month of October, 2018 will be released on Friday, 30th November, 2018. The same will also be available on the office website www.labourbureaunew.gov.in

In view of the Supreme Court judgement on Aadhaar dated Sep 26, 2018, we are revamping our transaction initiation process and accordingly making the required changes in the system.

The following may be noted in view of the same :
1.   Counter(CBS) and Doorstep banking services(Micro ATM) will not be available on November 1, 2018.

2.   Services will resume from November 2, 2018 with a revised transaction initiation and authentication process on both the channels – Counter and Doorstep.

a)   Customer on-boarding for DBT beneficiaries using Aadhaar e-KYC shall resume on both assisted (Micro-ATM & Counter) channels from 2nd November onwards.

b)   An alternate transaction initiation process using OTP generated on the customer’s Registered Mobile Number will be available instead of Aadhaar authentication.

3.   For every transaction initiated at the Counter or Doorstep, customer will be required to mandatorily produce one of the following 6 Officially Valid Photo ID documents as a proof of Identity which need to be verified by the end user at the time of transaction:

a)   AADHAAR Card

b)   Driving License

c)   PAN Card

d)   Passport

e)   Voter ID Card

f)   NREGA Job Card

4.   All services on the Mobile Banking App will continue to be available on all days including 1st November. Branches are advised to encourage customers to download Mobile Banking App and access the accounts. This will reduce burden on our assisted channels and will enable customers to transact without Aadhaar authentication.

We will be sharing detailed SOP alongwith screen shots on 1st November. Pl advise the DoP staff and customers accordingly. We have separately sent communication to DoP.

Communication to customers through SMS is also being sent.

Accounting Procedure for Aadhaar Enrolment and Updation in Post Offices.




         On the basis of Standard Operating Procedure received from BD&M  Directorate, the following Heads of Accounts are to be opened in the Books of the Department to classify the transactions under Aadhaar enrolment and updation in post Offices scheme:-
1.
(i) When any equipment/Machinery will be procured for Aadhaar enrolment and updation in Post Offices:

2. Roles of the different units of department relating to the scheme is furnished as under:

(A) Role of Head Post Office:-

(i)   The counter PA (UIDAI certified operator ) in Head Post Office/Sub Post Office will collect the service charge/updation charge  from the resident and credits the same under Postal Receipts. The cash account is submitted to the concerned Circle Postal Accounts Office for further classification. In support of these receipts, Schedules are to be submitted every month along with cash account to Circle Postal Accounts Office concerned. HOs/SOs will maintain register as prescribed in SOP.

(ii)  Every Head of HPO will be submitted a consolidated list of new enrolment of Aadhaar along with the new enrolment done in SOs under their jurisdiction in the form of annexure-I , a consolidated list of Aadhaar mandatory biometric updation of children above 5 years in anneure-II .

 (B) Role of Postal Accounts Office:
(i)    On receipt of cash accounts return along with consolidated schedule of receipts from the HPOs under their jurisdiction will be booked under postal receipts. 

(ii)    On receipts of consolidated list in Annexure-I&II, Postal Accounts Office will be sent the same to their respective UIDAI Office for claiming a consolidated service charge for the services in annexure-III. When the amount is received from UIDAI will be classified in the books of Department of Posts as proposed above.
