 8वें वेतन आयोग के गठन को मंजूरी,

 जानिये कब होगा लागू और कितनी होगी सैलरी.  केंद्रीय मंत्रिमंडल ने आठवें वेतन आयोग के अधिकार और कार्यों की रूपरेखा तय कर दी है. आइए जानते हैं इससे जुड़ी 10 बड़ी बातें.

8th Pay Commission: केंद्र सरकार ने आठवें वेतन आयोग को मंजूरी देकर लाखों सरकारी कर्मचारियों और पेंशनभोगियों के लिए एक ऐतिहासिक घोषणा की है। प्रधानमंत्री नरेंद्र मोदी की अध्यक्षता वाली कैबिनेट ने इस आयोग के नियमों और शर्तों को स्वीकृति प्रदान की है, जिससे केंद्रीय कर्मचारियों, रक्षा कर्मियों और पेंशनर्स को लाभ मिलेगा। आयोग अगले 18 महीनों में अपनी सिफारिशें पेश करेगा। कैबिनेट से मंजूरी मिलने के साथ ही केंद्रीय कर्मचारियों और पेंशनभोगियों के वेतन और पेंशन में वृद्धि निश्चित हो गई है। सरकार ने आयोग के अधिकार क्षेत्र और कार्यों की रूपरेखा निर्धारित कर दी है, जिससे इस महत्वपूर्ण सुधार प्रक्रिया का मार्ग प्रशस्त हुआ है।

आठवें वेतन आयोग को कैबिनेट में मंजूरी मिलने का मतलब है अब केंद्र सरकार के कर्मचारियों और पेंशनर्स की सैलेरी में इजाफा होना तय है. इसके लिए केंद्रीय मंत्रिमंडल ने आठवें वेतन आयोग के अधिकार और कार्यों की रूपरेखा तय कर दी है. आइए जानते हैं इससे जुड़ी 10 बड़ी बातें.

1. आयोग का गठन
आयोग की अध्यक्षता सुप्रीम कोर्ट की पूर्व न्यायाधीश रंजना प्रकाश देसाई करेंगी। आयोग के अन्य सदस्यों में IIM बेंगलुरु के प्रोफेसर पुलक घोष और पेट्रोलियम एवं प्राकृतिक गैस मंत्रालय के सचिव पंकज जैन शामिल होंगे, जो एक विविध और विशेषज्ञ टीम का निर्माण करते हैं।

2. कार्यान्वयन की समयसीमा
हालांकि आयोग की संपूर्ण प्रक्रिया 2027 तक पूरी होने की उम्मीद है, लेकिन कर्मचारियों को 1 जनवरी 2026 से इसका लाभ मिलना शुरू हो जाएगा। वेतन वृद्धि की राशि बकाया के रूप में कर्मचारियों के खातों में जमा कराई जाएगी।

3. व्यापक प्रभाव
इस निर्णय से लगभग 50 लाख केंद्रीय कर्मचारियों और 65 लाख पेंशनभोगियों को सीधा लाभ मिलेगा। आयोग के लागू होने के बाद मूल वेतन में significant वृद्धि होना तय माना जा रहा है।

4. वेतन गणना का आधार
वेतन संरचना में ‘फिटमेंट फैक्टर’ एक महत्वपूर्ण भूमिका निभाएगा। ऐतिहासिक रूप से, छठे वेतन आयोग में न्यूनतम मूल वेतन 7,000 रुपये था, जो सातवें आयोग में बढ़कर 18,000 रुपये हो गया। आठवें आयोग में फिटमेंट फैक्टर के माध्यम से मूल वेतन में और वृद्धि की जाएगी।

5. फिटमेंट फैक्टर की भूमिका
फिटमेंट फैक्टर एक गुणक है जिसे मौजूदा मूल वेतन से गुणा करके नया वेतन निर्धारित किया जाता है। हालांकि अंतिम फिटमेंट फैक्टर अभी तय नहीं हुआ है, विभिन्न रिपोर्ट्स में इसके 1.92 से 2.86 तक होने की संभावना जताई जा रही है, जिसमें 1.96 सबसे अधिक चर्चा में है।  फिटमेंट फैक्‍टर तय करने के लिए आयोग 01.01.2026 के डीए दर, एक्राएड फामूले के तहत प्रति परिवार खर्च तथा देश के अन्‍य संस्‍थाओं के वेतन दर को ध्‍यान में रखती है।

6. वेतन गणना का उदाहरण
वर्तमान में लेवल-1 के कर्मचारियों का मूल वेतन 18,000 रुपये है। यदि 1.96 के फिटमेंट फैक्टर को मान लिया जाए, तो नया मूल वेतन 18,000 x 1.96 = 35,280 रुपये हो जाएगा। इसी प्रकार लेवल-1 से लेवल-18 तक के सभी कर्मचारियों के वेतन में substantial वृद्धि देखने को मिलेगी।  दिनांक 01.01.2026 को अनुमानित मंहगाई भत्‍ते की दर एवं अन्‍य संभावित फिटमेंट फैक्‍टर की दर से न्‍यूनतम सैलरी की गणना दिये गये इमेज के अनुसार गणना की जा सकती है:-


7. प्रभावी तिथि

केंद्रीय मंत्री अश्विनी वैष्णव के अनुसार, सिफारिशों की विशिष्ट कार्यान्वयन तिथि अंतरिम रिपोर्ट आने के बाद तय की जाएगी, लेकिन संभावना है कि यह 1 जनवरी, 2026 से प्रभावी होगी।

8. पृष्ठभूमि
केंद्र सरकार ने जनवरी 2025 में ही आठवें वेतन आयोग के गठन को सैद्धांतिक मंजूरी दे दी थी, जिसके बाद से कर्मचारी संगठन लगातार इसके शीघ्र गठन की मांग कर रहे थे।

9. आयोग का दायरा
आयोग केंद्रीय कर्मचारियों के वेतन, भत्तों और पेंशन संरचना की व्यापक समीक्षा करेगा और मुद्रास्फीति को ध्यान में रखते हुए वेतन ढांचे में संशोधन की सिफारिश करेगा।

10. ऐतिहासिक संदर्भ
इससे पहले, सातवें वेतन आयोग की सिफारिशें जनवरी 2015 से लागू हुई थीं, जिसने पिछले दशक में सरकारी कर्मचारियों के वित्तीय हितों में महत्वपूर्ण सुधार किया था।
